It was interesting to see Tim Winton's comments on this very issue in his acceptance speech for the 2009 Miles Franklin award.

He's not a fan as you might imagine, pointing out that both the US and the UK have similar protections currently in place, but you can see exactly what he said in full over on FemiLiterate.com: http://femiliterate.com/next-up-a-deep-breath-for-tim-winton/

Good books are read, badly written books are not.
If you have the skill you can write a book with a pencil in cafe, aka JK Rowlings.
This isn't an argument about "national culture" its about breaking up cosy cartels. Protectionism of books is stifling the book industry, books in Australia are 25 - 30% more expensive in this country, why? I wouldn't be surprised if substantial drop in price, sees far more books sold (including australian). With authors actually getting greater royalties rather than less, due to greater volumes in sales. Since this scheme has been in place I have seen small book owners disappear rather than see new stores open up.
Protectionism has been bad for Australian movies and its bad for Australian readers.
